I don't know about Taipei, but I know the Japanese like owls a lot. I think someone told me it was because of the pronunciation of the Japanese word for "owl" sounds like another term that wards off evil... And since Taiwan was colonized by the Japanese for a while... Maybe that rubbed off? (I need to reconfirm that story though. I'll see if I can ask the Japanese lady i talked to this morning)
