Is this a riddle? A prank?

This is a photo I took some 10 years ago in Taipa (part of Macau), I think. This is the kind of fun stuff that happens here. Decipher this riddle: is this a parking spot? Is this a give way point (inverted triangle)? Is this s no-stop area (continuous yellow line)?

It’s probably a proper car park (the parkometer is there) but the traffic people didn’t go around to erase the give way or inverted triangle sign and the yellow line.
